Muccio Letter
Muccio Letter was sent in 1950 by the U.S. Ambassador to South Korea, outlining the decisions Republic of Korea and US officials made in a meeting. Listed people were Provost Marshal, an officer in charge of military police in the U.S. Army, G-1, G-2, Counterintelligence Corps, and Korean authorities. They agreed to sacrifice refugees in order to achieve military goals.
"If refugees do appear from north of US lines they will receive warning shots, and if they then persist in advancing they will be shot."
