During the Korean War, both the United States and the Republic of Korea, though fighting against an oppressive North Korean army, failed in their responsibilities to protect the most basic rights of South Korean civilians. Innocent civilians were deprived of their rights to live and were sacrificed for military goals. Both the US and the ROK government should take responsibilities of civilian massacres happened during Korean War and accept survivors’ demands for apology and compensation.
