Leaders convinced themselves that military necessity led to their decisions. However, these reasons cannot justify their actions. They did not think of civilian refugees' basic rights to live. Orders like "fire on people in white clothes" will clearly result in the massacre of many innocent people where white clothing is the tradition. What is important when we look at these tragedies is that there was a choice.
